I tested it pretty thoroughly with Windows 7 and 10 and no issues whatsoever. This also allowed us to isolate laptops by container and keep the shutdwon / reboot options on the start menu for those computers. Yes this will also hide the reboot option, but we made a VB script that has a nice shortcut on the desktop (with a red windows-style power icon) that will reboot the computer with a yes / no prompt. I think it's pretty stupid of microsoft to make this a user GPO setting only but luckily the registry can still do what is needed. You can easily add this to a computer GPO under Computer Configuraion -> Preferences -> Windows Settings -> Registry. The registry key you want to add is a DWORD called "NoClose" with a value of "1" at HKLM\\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\Explorer". To work around this problem I looked at the registry setting for the user based policy that hides these options, and then I replicated the same registry key / value under HKLM (to see if it would hide the shutdown / reboot options for anyone logging into that specific machine) and sure enough it worked perfectly. My company wanted to apply this policy ONLY to desktop computers (which we have an OU for in active directory) but with a user group policy only, you can't apply it to computers and expect anything useful to happen.
